Ordinances and resolutions? Every city has them, but what are they?

are expressions of opinion dealing with City Council business. They are often used to persuade other legislative bodies (state or federal) to adopt legislation that is beyond the powers of the local body.
Both ordinances and resolutions are important to how Lake Stevens is operated and managed, and concern all citizens.
