Comprehensive Plan
2015 – 2035 City of Lake Stevens Comprehensive Plan
The Lake Stevens Comprehensive Plan considers issues that will affect the city over the next 5, 10 or 20 years and adopts specific growth targets for population, housing and employment. Specifically, the plan addresses how the city will house a growing population; balance a developing employment sector and revitalize its shopping districts; while providing for public roads, utilities and other infrastructure and services; and ensuring the community continues to enjoy a clean safe environment to work and play.
The last major update to the Comprehensive Plan was completed in 2015, as adopted by Ordinance 937. The city is allowed to amend the Comprehensive Plan once a year through its annual Comprehensive Plan docket, with the most recent update being completed in December 2020 via Ordinance 1105.

Growth Management ActThe Growth Management Act (GMA), first adopted in 1990, requires cities and counties to develop a comprehensive plan to manage their population and employment growth. The GMA establishes a series of planning goals that include protecting critical areas and natural resource lands, designating urban growth areas, preparing comprehensive plans and implementing them through capital investments and development regulations.
